Consultation about Tier 4 Services for Personality Disorder

NHS COMMITTEE APPROVES ' NEW TIER 4 SERVICE MODULE' ACROSS THE 4 REGIONS

 

On 11 November 2009, the Joint Committee of Primary Care Trusts (PCTs) met to discuss the next steps following the recent 'Have Your Say' Tier 4 Personality Disorder Consultation held across the East of England, London, South Central and South East Coast regions.

There were three core issues pertaining to the consultation, these were pivotal in steering the committee towards their decision on how to shape the future model of care. The core issues were:

• Should outreach teams be set up for people with complex personality disorder in each region?
• Should there be specialist residential teams?
• If specialist units are used, how many should there be across the four regions?

 

The committee reviewed all the feedback submitted from the public consultation and supporting documentation including considering  the summary report of the Primary Care Trust views, 54 of the 62 PCT's across the East of England, London, South Central and South East Coast regions had made recommendations to the committee outlining their preferred options for the future service model, having deliberated on not only the 4 options included in the consultation summary, but also the additional suggestions put forward by stakeholders through the consultation process.

The afternoon session of the committee meeting was held in public and 28 members of the public attended to observe its proceedings.

A consensus was reached by the committee.

The decision states:

"the new future service model which will be developed will have 1 residential unit plus 4 regional outreach teams based in each of the four regions"

 

The service model agreed is that the residential unit will serve as a hub with the outreach teams working within the four regions in conjunction with the existing local tiers 1-3 and not as a stand alone model.

The committee reviewed the evidence and considered other models included as part of the submission of the PCT's summary report.

Details of the precise bed numbers and location of the units to be agreed at a later date.

All PCT's will continue to use their existing tier 4 services until the new model of service is operational.

All PCT's passed a delegation of authority agreement which placed the decision making responsibility with this committee and makes the decision binding on all of the 62 PCT's across the four regions.
